Tim Robinson

Founder & CEO

Tim Robinson, Jr. is the founder and CEO of Addiction Recovery Care, LLC, which operates a network of over 30 addiction programs in Eastern and Central Kentucky based in Louisa. The organization offers a continuum of care including centers for detox,
residential, transitional, IOP, outpatient, MAT, outpatient, vocational rehabilitation, and job training. The treatment centers are holistic with CARF-accredited clinical programs, medical services directed by an addictionologist, and a spirituality emphasis that includes the 12 steps and pastoral care. Robinson is a recovering alcoholic and former prosecutor who celebrated 14 years of sobriety in December of 2020.

Tim graduated from Cumberland College with a BS in Political Science and the University of Kentucky College of Law with a Juris Doctorate. Tim was a partner at Hogan & Robinson, PLLC before founding Addiction Recovery Care. Tim and his wife Lelia, consider it their mission to help those with substance abuse issues while focusing on the alleviation of generational poverty. They have dedicated their lives to offering opportunities for treatment throughout Kentucky. It is their heart and goal to help each and every person who is suffering from addiction.

Lawrence Vinson

Chief of Staff​

Lawrence A. Vinson joined Addiction Recovery Care as the Corporate Director of Healthcare Administration on April 1st, 2019. Since then Mr. Vinson has served as ARC’s Vice President of Healthcare Operations and now helping lead the company as ARC’s Chief of Staff. Before his work with ARC, he worked four years as the Director of Quality Management and Regulatory Compliance at Three Rivers Medical Center (TRMC) in Louisa, KY. In addition, his tenure at TRMC included working as their Quality Coordinator/Data Abstractor, and as a registered nurse. Lawrence was also the five-year owner/operator of AMAS Financial Services, providing a financial counseling service for indigent hospital customers.

In doing so, he worked closely with the Social Security Administration and the Kentucky Department for Medicaid Services. Lawrence’s near 20 years of healthcare experience makes him a valuable asset to our clients, our company, and the communities we serve.

Mr. Vinson lives in Louisa and is actively involved in his community and church. He serves as the Associate Pastor at his church. He has spent the last twenty years serving the local community in various civic organizations including the Ky Child Assault Prevention Board, 4H council, Boy Scouts of America, Lawrence County Septemberfest, Lawrence County Extension Agency, and represents Lawrence County as the presidentially appointed Selective Service Board Member.

Jessica Burke

Chief Legal & Government Affairs Officer

Jessica Burke is Chief Legal and Government Affairs Officer at Addiction Recovery Care. In her role, Jessica is the General Counsel and chief compliance officer for ARC and all affiliates and subsidiaries. She also serves as the lead government affairs liaison for the organization at the state and federal levels.

Jessica brings a breadth of experience to her role at ARC. Before joining ARC full-time in 2020, Jessica’s experience includes being General Counsel to the Kentucky Cabinet for Economic Development, a Partner at the law firm of Chalmers & Adams, LLC, Deputy General Counsel for the Kentucky State Senate, owner of a solo legal practice, and practicing at a large firm in Chicago. Jessica has also served as a Commissioner on the Kentucky Board of Tax Appeals, Kentucky Claims Commission, and Kentucky Crime Victims Compensation Board.

Jessica holds a Juris Doctorate from Notre Dame Law School (cum laude) and a Bachelor’s Degree in Political Science and Sociology from the University of Kentucky (cum laude).

tina nelson

VP of quality control and risk management

Tina Nelson MBA, MSN, BSN, RN, serves as the Vice President of Quality Control and Risk Management at Addiction Recovery Care. She helps ensure ARC clients receive the best level of care while also assessing any potential risks.

Tina brings 35 years of nursing and healthcare experience performing leadership roles in research, emergency and intensive care nursing, long-term acute care, and behavioral health care in both inpatient and outpatient settings. 

For the past 20 years, Tina has specialized in quality, performance improvement and risk management, regulatory accreditation consulting, compliance, content writing, and post-marketing surveillance of FDA-approved cardiac biomarkers. She has received awards for her work with cardiac biomarkers and innovative quality and performance excellence.

Tina has held certifications in quality, emergency nursing, and clinical research.

Todd Dials

VP of Compliance

Todd Dials is the Vice President of Compliance for Addiction Recovery Care and its affiliated companies. In this role, Todd evaluates and reports the organization’s adherence to all applicable laws, regulations, and industry standards. Additionally, he is a leader in the company’s ethical delivery of service, Todd investigates reports of ethical violations and manages the ARC ethics program by advising, training, and monitoring ethical practices throughout the enterprise.

Todd has been with ARC since the summer of 2018 when he began as the company’s Vice President of Human Services and where he utilized his business management experience to lead and grow the HR Department. Previous to ARC, he worked in the banking industry for over 18 years in a variety of roles. For nearly a decade, he was responsible for the Deposit Operations for a large regional bank where he successfully led a large team with varying backgrounds to achieve excellent results. He holds a BA degree in University Studies from Morehead State University.

Johnathan Gay

Deputy legal counSel

Johnathan Gay serves as the Deputy Legal Counsel at Addiction Recovery Care (ARC). Johnathan represents and advises the ARC on issues related to risk, helps with a wide of variety of external (public) affairs, including local government relations and judicial matters.

Johnathan is currently in his 20th year practicing law with a diverse workload that includes business law and an active criminal defense practice. He believes addiction is the greatest public health challenge in America and is proud to be part of a company that offers solutions, hope, second chances, and an opportunity to discover one’s destiny.

Johnathan is a father of five children ranging in age from college to preschool. Previously serving as a foster parent, Johnathan and his wife Julie have adopted three children.

Johnathan is a Veteran of the United States Army, and the Kentucky National Guard. He graduated from Eastern Kentucky University and the University of Kentucky College of Law.

cassandra webb

Chief Operating Officer - Education division

Cassandra Webb serves as the Chief Operating Officer of the Education Division at Addiction Recovery Care (ARC). This role aides in supporting the educational systems at the Millard School and Millard College.

Before making her decision to join ARC, Cassandra retired from twenty-nine years working in the Lawrence County School System as a teacher, counselor, assistant principal, principal, and Chief Academic Officer.

Cassandra holds a Bachelor’s degree in Education from University of Kentucky, a Master’s Degree as a Guidance Counselor from Morehead State University, and a Doctorate of Education from Morehead State University.

Cassandra is blessed with a wonderful husband, Bill Ray, of 24 years and two daughters, Eden and Adrian.

Tamaira ash

Deputy chief of staff

Tamaira Ash serves as the Deputy Chief of Staff at Addiction Recovery Care (ARC).

Tamaira helps build and maintain high-level relationships externally and across the organization, while strategically managing the CEO and Chief of Staff’s time. Additionally, Tamaira provides support in internal and external communications, operational support, and interaction across departments, all while monitoring information flow to the Chief of Staff and CEO. She also assists in the overseeing of large, often cross-functional organizational-wide projects and initiatives.

In her time at ARC, Tamaira has served in many roles, including Residential Staff, Office Management, Quality Specialist, Executive Assistant of Business Development, Operations Manager helping start-up Crown Recovery Center, and Executive Assistant to the Chief of Staff. 

Tamaira is also an RPhT of over 12 years, having worked in retail pharmacy for 10 years prior to her career at ARC. In 2015, Tamaira received the award for Rite Aid Pharmacy’s Associate of the Year for the entire company.

Tamaira is a member of FCCLA Alumni & Associates (Family, Career, & Community Leaders of America), a member of Inez Free Will Baptist Church, and leads worship at her local Celebrate Recovery.

Tamaira is also a Licensed Cosmetologist of 14 years and is currently pursuing her bachelor’s in business administration from the University of the Cumberlands.

Tamaira’s greatest joy is getting to be a daughter, sister, and aunt to her 12 incredible nieces and nephews.
