TIM ROBINSON

Founder

Chief Executive Officer

Tim Robinson, Jr. is the founder and CEO of Addiction Recovery Care, LLC, which operates a network of addiction treatment centers in Eastern, Central, and Western Kentucky, based in Louisa. 

The organization offers a continuum of care, including centers for detox, residential, transitional, IOP, outpatient, MAT, outpatient, vocational rehabilitation, and job training. The treatment centers are holistic, with CARF-accredited clinical programs, medical services directed by an addictionologist, and a spirituality emphasis that includes the 12 steps and pastoral care. Robinson is a recovering alcoholic and former prosecutor who celebrated 18 years of sobriety in December of 2024.

Tim graduated from Cumberland College with a BS in Political Science and the University of Kentucky College of Law with a Juris Doctorate. Tim was a partner at Hogan & Robinson, PLLC before founding Addiction Recovery Care. Tim and his wife, Lelia, consider it their mission to help those with substance abuse issues while focusing on the alleviation of generational poverty. They have dedicated their lives to offering opportunities for treatment throughout Kentucky. It is their heart and goal to help each and every person who is suffering from addiction.

Cassandra Webb - ARC Executive Team

CASSANDRA WEBB

President & Chief Operating Officer

Cassandra Webb serves as President & Chief Operating Officer at Addiction Recovery Care, where she is accountable for the daily management of the organization and for translating strategic vision into effective execution. 

Cassandra is a senior executive with nearly 30 years of leadership experience in complex, multi-site organizations. Her career includes extensive work in turnaround management, organizational efficiency, and large-scale change initiatives, with proven oversight of hundreds of employees across senior leadership, management, and frontline teams. 

Prior to joining ARC, Cassandra served as a Chief Academic Officer with district-wide responsibility for strategy, performance, and accountability, and led multi-million-dollar improvement initiatives focused on organizational stabilization and sustained growth. Her leadership experience also includes significant board and regulatory service, including serving as Chairman and as a Governor-appointed member of the Kentucky Education Professional Standards Board, the licensing body for all education entities in the Commonwealth of Kentucky.

Since 2021, Cassandra has intentionally served in multiple leadership roles at ARC to develop a comprehensive, organization-wide understanding spanning administration, education, and workforce development. She holds a master’s degree in Guidance and Counseling and brings extensive experience in strategic communication, conflict resolution, stakeholder engagement, and change management.

Cassandra’s leadership philosophy is grounded in people-centered systems, clear expectations, accountability, and the pursuit of sustainable outcomes that strengthen both organizations and the individuals they serve.

She is married to Bill Ray Webb, and they reside in Louisa, Kentucky. They have two daughters, Eden (Webb) Ross and Adrian Webb.

Scott Robinson

SCOTT ROBINSON

SVP, Administrative Business Operations

Scott Robinson is the Senior Vice President of Administrative Business Operations, where he manages new startups, expansions, and project management.

Previously, Scott worked for American Electric Power corporately as the Software Implementation Project Manager over multi-state sites. Later, he settled into a multifaceted role as an Information Technology Director, Accounting Associate, and Plant Operator for Kentucky Power’s Big Sandy Plant.

Scott has played a vital role in the start-up of Addiction Recovery Care. He implemented the first outpatient center in 2012 and helped navigate the organization to become one of the first licensed Behavioral Health Organization entities in the state. Scott’s most valued accomplishment is that he is married with three beautiful children and is a youth pastor in his community.

VANESSA KEETON

Vice President, Marketing & Access

Vanessa Keeton serves as the Vice President of Marketing at Addiction Recovery Care (ARC). She oversees the media, communications, transportation, intake, community and hospital liaison teams, and Casey’s Law advocates. Through her shared experience, Vanessa strives daily to share hope with the hopeless and help people access quality addiction treatment. 

As ARC’s first client in December 2010, Vanessa has helped lead multiple departments across the organization. She holds a Bachelor of Science in Psychology from Eastern Kentucky University, a degree she obtained during her recovery.  

Vanessa’s husband, James, is also in recovery. They live in Louisa, Kentucky, with their son, Jacob. They are committed to helping others to overcome addiction and trauma and know that if someone has breath in their lungs, they can heal and live an abundant life.

Arron Rhodes - Addiction Recovery Care

ARRON RHODES

Vice President, Administrative Services

Arron Rhodes serves as Vice President of Administrative Services for ARC and its affiliated entities, where he oversees a diverse portfolio including People Services, Information Technology Services, Insurance Services, and Data Services. In this role, he also serves as a trusted advisor to cross-departmental teams, ensuring alignment between business strategy, operational execution, and ARC’s mission to transform lives through comprehensive, faith-based care.
 
With a proven track record as ARC’s Vice President of People Services, Arron has led initiatives that strengthened workforce strategy, enhanced organizational culture, and supported the professional development of ARC’s growing team. His leadership has been pivotal in building scalable systems that drive both employee engagement and client success.

Arron holds a Master of Healthcare Administration (MHCA) as well as a Master of Science in Strategic Management (MSCM). Throughout his career, he has successfully led cross-functional teams, balancing data-driven decision making with a people-first philosophy. His expertise spans HR leadership, technology integration, compliance, and operational excellence — all rooted in a commitment to advancing ARC’s mission and ensuring sustainable growth.

Passionate about stewardship and innovation, Arron continues to shape ARC’s administrative and workforce infrastructure so the organization remains a trailblazer in behavioral health and recovery services.

Arron joins ARC after serving a variety of roles within Accounting, Operations, and Human Resources in both local and globally based organizations. Most recently, he served as Senior Vice President of Human Resources within his last organization.

ASHLEY FLETCHER

Vice President, Medical Services

Ashley Fletcher joined Addiction Recovery Care in March 2021 as an Advanced Practice Registered Nurse. Since then, she has served as Senior Director of Development and Practice Management and has now transitioned to ARCs Vice President of Healthcare Services.

Prior to working with ARC, Ashley was an Emergency Department Nurse Practitioner at Three Rivers Medical Center. In this position, she provided comprehensive care for patients with acute and non-acute medical problems, diagnosed and managed substance abuse, and performed various medical procedures.

Ashley holds a Master of Science in Family Nurse Practitioner from Kentucky Christian University, where she graduated with a 4.0 GPA. She also holds a Bachelor of Science in Nursing from Kentucky Christian University.

Ashley resides in Louisa, Kentucky with her husband, Chris, and their sons, Maddox and Maverick.

JOHN WILSON

Vice President, External Affairs & Legal Counsel

John Wilson serves as the Vice President of External Affairs and Legal Counsel for Addiction Recovery Care. He started his career with ARC as the CEO of Crown Recovery Center, which is believed to be the largest and most comprehensive treatment facility of its kind in the United States, and later as Market President, responsible for ARC’s network of residential treatment facilities across the Commonwealth. 
 
Prior to entering the recovery field, John served four terms as Judge Executive in Garrard County, Kentucky, where he saw firsthand the devastating toll America’s drug problem has taken on our families and communities.
 
Additionally, John is a licensed attorney who served on the Kentucky Criminal Justice Council, tasked with making recommendations on Kentucky’s penal code to the General Assembly, and was appointed to the Access to Justice Commission by Kentucky Supreme Court Chief Justice Minton. John has served in various leadership roles on dozens of boards and commissions and previously served as a legislative aid in the Kentucky General Assembly.

NATHAN MARTIN

Vice President, Legal

Nathan Martin serves as the Vice President of Legal for Addiction Recovery Care (ARC). Nathan is responsible for managing the workflow and daily operations of the Legal Department. He also handles all liability insurance needs of the organization and places a large emphasis on risk mitigation.

Nathan earned his Bachelor of Business Administration in Accounting from Morehead State University, where he was also a four year member of the Men’s Varsity Tennis Team. Nathan went on to earn his Juris Doctorate from the University of Kentucky College of Law. 
 
Nathan is a native of Louisa but now resides in Lexington with his wife Krystle and their four-legged friends.
Travis Bailey

TRAVIS BAILEY

Vice President, Financial Operations

Travis Bailey is the Vice President of Financial Operations. Over a career spanning nearly 15 years, Travis has held positions as a CFO in the home healthcare field and COO of a financial services firm. Most recently, he worked as a Financial Analyst for Ascension Recovery Services in Morgantown, a national addiction consulting firm.

As CFO of a multi-state home health care company, he helped to build a sustainable business model and worked to establish private funding to grow the business. Travis has worked in the addiction space building seed companies in the outpatient and residential settings in many different states.

A native of West Virginia, Travis lives in the Mountaineer State with his wife, Erika, and their three kids. He holds a Master of Business Administration from the University of Charleston and an undergrad Business Marketing degree from West Virginia State University.

Leon Heaton

LEON HEATON

Vice President, Treatment Services

Leon Heaton is the Vice President of Treatment Services with Addiction Recovery Care. Leon has 30 years of experience in the human service field, primarily working with those in addictions, primarily in residential settings.

Leon holds a Master’s degree in Sociology with an area of concentration in addictions and a Master’s in Counseling. He has been Reality Therapy Certified since 2000. Leon is a Kentucky Certified Juvenile Sex Offender Counselor since 1996. On top of his other credentials, Leon is a Licensed Alcohol and Drug Counselor and is currently a member of the Kentucky Board of Alcohol & Drug Counselors.

CHRIS JUDE, DO

Medical Director, Rural Health

Dr. Chris Jude, DO serves Addiction Recovery Care as the Associate Medical Director. In this role, he provides leadership and pivotal health services to the clients we serve.  

Born in eastern Kentucky, Dr. Jude has been a staple to the healthcare community since earning his medical degree in 2015. Before pursuing a medical degree, Dr. Jude worked as a leader in the fiber optics industry. Ultimately, he would change his career path in hopes of serving others in a medical role.

Dr. Jude completed a bachelor’s degree in biomedical sciences from Marshall University in 2011. Soon after graduating he would enroll and earn a doctorate degree in osteopathic medicine from the University of Pikeville in 2015. He completed his residency in 2018 at Holzer Health System.

He would return home after graduation and serve the Lawrence County, Kentucky community at Three Rivers Medical Center as an emergency room physician. Most recently he is the lead physician at Pioneer Rural Health, an Addiction Recovery Care enterprise, near downtown Louisa, Kentucky where he provides quality healthcare to his community. 

Dr. Jude married his wife in 2016 and together are raising their three sons. In his spare time, Dr. Jude enjoys the outdoors, farming, growing his coin and baseball card collections, and spending time with his family.

ARUN KAITHI, MD

Medical Director, Bellefonte Hospital

& Recovery Center

Arun Kaithi, MD serves as ARC’s Medical Director and attending psychiatrist at our Bellefonte Hospital and Recovery Center. Dr. Kaithi has 20+ years of experience practicing in an acute psychiatric inpatient setting. He joined ARC in November 2023.

Dr. Kaithi has extensive experience in Psychotic Disorders and Drug and Alcohol Addiction. Dr. Kaithi also has experience working in state hospitals, prisons, private practice, and outpatient settings. He has recently served as Medical Director and attending psychiatrist with Acadia Healthcare and Universal Health Services. Dr. Kaithi received his medical degree from Osmania Medical College in 2001 and completed his medical training at the University of Louisville.

JESSICA BURKE

General Counsel

Jessica Burke is General Counsel at Addiction Recovery Care. She brings 16 years of legal experience to her role at ARC. Prior to joining ARC, Jessica served as the General Counsel and lead government affairs liaison for the Kentucky Cabinet for Economic Development and related boards, including the Kentucky Economic Development Finance Authority and Partnership Board. Prior to that, she was a Partner at the law firm of Chalmers & Adams, LLC, Deputy General Counsel for the Kentucky State Senate, a litigation attorney at a large firm in Chicago, and owned her own legal and business services firm.

Throughout her career Jessica has been instrumental in drafting several key pieces of legislation and regulation that are now law, including multiple pieces of legislation designed to curb prescription drug abuse in Kentucky. 

Jessica has presented numerous seminars and training sessions throughout Kentucky and at The White House and National Governors Association conferences.

Jessica is active in public and civic service.  She currently serves on the Kentucky Registry of Election Finance, appointed by the Kentucky Secretary of State. In the past she has served as a gubernatorially appointed Commissioner on the Kentucky Board of Tax Appeals, Kentucky Claims Commission, and Kentucky Crime Victims Compensation Board. She is passionate about animal welfare and empowerment of first-generation college students, and has served in various volunteer capacities with charitable, educational, and civic organizations. 

Jessica holds a Juris Doctorate from Notre Dame Law School and B.A. degrees in Political Science and Sociology from the University of Kentucky.

Jessica enjoys spending time with her husband and a large pack of rescued dogs, cats, and chickens, reading, traveling, and scuba diving.
